This position is assigned to the Global Support Strategy Branch (GSS), Post Analysis and Support Division, Office of the Executive Director, Bureau of Consular Affairs (CA/EX/PAS). GSS administers the Global Support Strategy (GSS), a multi-billion dollar, multiple award contract program that provides a variety of non-inherently governmental services in support of the Department's worldwide visa operations, including appointment services and fee collection.
['Leads the team effort in briefing CA stakeholders and CA leadership on GSS activities and programs such as, changes in program priorities, new requirements, and volatility in service demand.', 'Collaborates with GA Contracting Officers in support of contractual actions, renewals, re-competitions, or modifications, ensuring that CA interests are represented', 'Develops qualitative and quantitative assessment methods and techniques to ensure that the program is customer driven, innovative, administered transparently, and operating with optimal efficiency.', 'Conducts observations and provides recommendations to improve quality and consistency of data housed in Department systems, and particularly how the program team enters data into CA databases.', 'Liaises with GSS analysts and contracting professionals to ensure GSS contractors comply with all security, legal, and operational requirements that are particular to the locations in which GSS operations are conducted.']
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing instructions, training or delegating work to other teammates. Experience using data to provide recommendations to solve problems or enhance production/productivity. Experience developing quantitative and qualitative methods to assess and/or improve the effectiveness of an organization's worldwide program/s. There is no substitute of education for specialized experience for the GS-14 position.
