DeNOVO Solutions, LLC has an opening to support an agile solution program in a management and solutions capacity. This is a pending award program with the anticipated award date of February 2023; however, we are identifying and selecting our agile solution team now. 
 
In this position, you will ensure that the programmatic value stream is accomplished to include delivery of software, hardware, firmware and other artifacts as needed to define, implement, test, deploy, release, and operate solutions. You will work in conjunction with a larger team to ensure the effective flow of information and priorities and enable automation to the greatest extent possible. You will facilitate the decomposition of Customer Goals and Requirements into appropriate Epics and Features for the development teams. You will also ensure that these systems and applications are compliant with standards for open systems architectures, reference models, and profiles of standards

  • Coordinates and performs problem analysis, requirements analysis, design, modification, and adaption of system integration within and across multiple contracts

  • Leads integration and synchronization of capabilities across internal and external operations, dependencies and services

  • Coordinates and performs capability demonstrations and approval boards leading to coherent deployment of services to operational environments  

  • Tracks critical DRs and provides daily status to leadership team; coordinates with IPA tier 2 and tier 3 support to ensure timely resolution of DRs 

  • Tracks all major deliveries to ensure proper coordination with outage boards and customers

  • Works with the Mission Owner and Product Owners to access and discover program specific knowledge, across all stages of the analytic lifecycle and offer innovative ideas for addressing mission challenges, across multiple instances of an application/solution per security domain

  • Works with Product Owners/Feature Support Engineers to organize, orchestrate and oversee meetings and manage the JIRA review/approval boards for each development cycle including Sprints and Program Increments

  • Ensures that the RTM teams operate on a set of common principles: a fixed schedule, an increment every two weeks, a common Program Increment (PI) length, a known velocity using SAFe Core Values, face-to-face PI planning, a demonstrated capability at the end of each development segment, a well understood and consistent cadence and monitoring of all testing schedules

  • Engages with users and stakeholders across the program to include (but not limited to) customers, engineers, finance/planning, and the PMO to gather needs/requirements

  • Collaborates regularly with team on designs and implementations

  • Documents practices and methods for others to follow

  • Support for tools and applications

  • Advocacy as a change agent on the program

Basic Qualifications:

  • Active TS/SCI with CI Polygraph

  • Bachelor’s degree plus 4 years of experience, or Masters plus 2 years of experience in Government Program and Information Technology Management or a related field.

  • Experience in leading team-tasks for modifying complex applications programs from specifications and Discrepancy Reports

  • Experience drafting detailed application program coding specifications using DoD standards 

  • Experience in managing agile design and development efforts

  • Ability to work in a team environment within various functional areas such as software development, IT system administration, and test and network engineering

  • Experience supporting the entire life cycle and facilitating software product releases

  • Ability to think independently and contribute to the overall effort without much direction to develop creative solutions

  • Comfortable working across business and IT domains, and possess the ability to shift between technical analysis and business value discussions

  • Exceptional oral and written communication skills

  • Strong interpersonal skills

Desired Skills/Experience:
  • Previous technical leadership experience on software development project(s)
  • Experience managing risks and escalating impediments
  • Experience in NSG Tasking, Processing, Exploitation, and Dissemination (TPED) mission and the systems that enable that mission
  • Understanding of the Scaled Agile Framework (SAFe) methodology and processes. SAFe certification(s) desired
  • Experience leading teams in an Agile environment, identifying and converting requirements into user stories and acceptance criteria, and effectively communicating between project teams, Product Owners, and stakeholders
  • Experience with Jira and Confluence
