A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This announcement uses the DHA for Certain Personnel DHA (f) Degree in STEM direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. WORK ENVIRONMENT: Daily exposure to active construction site hazards, including extreme weather, high-decibel noise, toxic dust, fumes, and heavy equipment operations, is encountered during field operations, which is needed to directly monitor contractor compliance and enforce on-site safety standards. This hazard-intensive environment requires the continuous and strict use of personal protective equipment, such as hard hats, safety harnesses, steel-toed boots, safety glasses, and hearing protection, and mandates participation in command-sponsored medical surveillance programs to safeguard long-term health. PHYSICAL DEMANDS: Regular physical exertion, including climbing tall scaffolding, crawling into utility crawlspaces, standing for long periods, and traversing rough, unpaved terrain 65% of the time, is needed to conduct thorough, handson quality assurance and safety inspections in the field. This demanding physical layout is needed to ensure the technician can safely access, inspect, and verify the structural integrity of remote project features, such as roofs, trenches, and high elevations, requiring above-average agility, balance, and physical endurance. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Federal annuitant information: The selection of an annuitant is subject to the Department of Defense and Department of the Navy policy on the employment of annuitants. Policy information may be found at: http://www.secnav.navy.mil/donhr/Documents/CivilianJobs/FedCivAnnuitants.pdf.
