The position is located in the Cultural Programs Division (CU), Office of Citizen Exchanges (PE/C), Bureau of Educational and Cultural Affairs (ECA), Department of State (DoS). The Office of Citizen Exchanges manages professional, youth, and cultural programs through grants and cooperative agreements to American experts and U.S. non-profit institutions, including community organizations, professional associations, and universities.
['Serves as an expert advisor to the Division Chief, Deputy Chief, and Office Director regarding relevant cultural institutions and organizations through which to address U.S. interests.', 'Develops pilot and special exchange projects, including virtual and hybrid projects, to meet specific foreign policy or program goals and to respond to congressional interest.', 'Works with grantee implementing organization to evaluate projects in regions of responsibility at appropriate interim stages and at conclusion.', 'Develops and forwards announcement materials and annual reports on active programs to relevant Missions and Bureaus.']

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience designing and managing international cultural or professional exchange programs in coordination with overseas posts, embassies, or consulates. Experience developing and reviewing program proposals and budgets, assessing program feasibility and alignment with objectives, and monitoring grantee performance and compliance. Experience coordinating overseas program logistics and resolving operational, medical, legal, or political issues with U.S. missions and other stakeholders. Experience establishing and maintaining relationships with government officials, NGOs, cultural organizations, and subject-matter experts to advance program objectives. Experience maintaining program tracking systems, evaluating program outcomes, and preparing reports on program performance and impact. There is no substitute of education for specialized experience for the GS-13 position.
