Job Description
Sigmatech is seeking a highly motivated Space Foreign Military Sales (FMS) Advisor to support the Secretary of the Air Force International Affairs (SAF/IA). The Space FMS Advisor provides operational, tactical, and technical expertise to support U.S. Air Force (USAF) and U.S. Space Force (USSF) equities associated with the export of Space systems and related military technologies.The support encompasses the full range of USSF mission areas, including but not limited to Space Domain Awareness, Space-Based Sensing and Targeting (SBST), Space Control, Navigation Warfare, Satellite Communications (SATCOM), Missile Warning and Tracking (MWT), Theater Electromagnetic Warfare (TEW), and Space Access, along with all associated subsystems, processes, architectures, and platforms. The advisor provides support for the full range of Department of the Air Force (DAF) and partner Space Force systems and platforms, as well as their tactical and operational employment in peacetime training and contingency operations.
Responsibilities:
- Provide operational, tactical, and technical subject matter expertise for the export and partner nation employment of systems and associated platforms, equipment, subsystems, and processes that impact or operate in the space environment and associated platforms, equipment, subsystems, and processes.
- Support the development, refinement, and implementation of DAF export and foreign disclosure guidance for systems and associated platforms, equipment, subsystems, and processes that impact or operate in the space environment.
- Assist U.S. and foreign acquisition organizations with requirements, programming, foreign disclosure and analysis of international Space system operational capability, and act as a conduit between SAF/SQ, DAF Space Program Offices and U.S. intelligence community (IC) (e.g., NRO, NGA, NSIC, NSA, DIA, Military Intel Disclosure Policy MIDP, etc.) in support of international Space FMS program execution.
- Assist in proactively identifying Technology Release and Foreign Disclosure (TRFD) requirements, challenges and processes that are specific to space system technologies; review and make recommendations on export license requests from industry (commercial licenses, DCS, and commercial technology).
- Assist in requesting the release of information through the LO/CLO process and community for Space systems and support U.S. Government processes to determine releasability of technologies to foreign partners.
- Assist in requesting the release of information through the MIDP (Military Intel Disclosure Policy), Intel, SAP (Special Access Programs), COMSEC, Data Links/WF (Waveforms) process and community for Space systems and support U.S. Government processes to determine releasability of technologies to foreign partners.
- Provide subject matter expertise on Space programs of record, non-programs of record, and associated capabilities, and advise senior DAF leaders on operational, technical, and policy implications.
- Research and make recommendations for policies based on political-military considerations, Space system technology and capabilities, tactics, training, operations, and security requirements.
- Coordinate with industry, systems groups, DoD, Department of State, Department of Commerce, and DAF agencies to facilitate the export of interoperable systems to allies and partners.
- Offer expert technical support to U.S. Government for engagements with foreign military and government officials regarding DAF Space systems and processes, including but not limited to, drafting and delivering briefings, drafting papers and correspondence, and participating in meetings as an advisor to the responsible U.S. Government official.
- Prepare and present technical briefings to various DoD and interagency export government agencies and organizations.
- Draft, review, and provide subject matter expertise to U.S. Government personnel for sensitivity of technology reports portions of 36(b) notification of FMS to the U.S. Congress.
- Assist with support for the foreign competitive acquisition process in which DAF-sponsored systems are being considered.
- Work efficiently and effectively with any version of the Microsoft Office Suite software applications in day-to-day researching, writing, coordination, and revision of communications materials (briefings, papers, talking points, etc.). Follow prescribed SAF/IA formats and staffing as appropriate and standards outlined in USAF Handbook 33-337, Tongue and Quill.
- Read, write, and communicate professionally and effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer/SES.
Experience and Skills
Required qualifications:
- Bachelor’s degree, with an emphasis in International Affairs curriculum desired.
- FIinal TS/SCI Security Clearance.
- A minimum of 5 years of experience in space operations, preferably with experience in space domain awareness, space-based sensing and targeting, space control, electromagnetic warfare, satellite communications (SATCOM), missile warning/missile tracking, space , space access, or position, navigation, and timing (PNT).
- Knowledge and general understanding of the following:
- USSPACECOM roles and missions
- Combined Operations and Component Command Relationships
- SAF/IA’s role within and relationship towards the security cooperation community.
- Security cooperation, international affairs, security assistance, foreign military sales to include the process, legislation, and players.
Desired qualifications:
- Graduate of Space 100, Space 200, and Space 300 is preferred, or other customer-approved equivalent experience.
- Experience performing operational space functions in support of a combat- coded unit, particularly a unit with a strong space foundation.
- Experience working with foreign militaries.
- Previous Headquarters-level staff experience
- Experience merging Title 10 (DoD) and Title 50 (Intelligence) data for foreign partners with expertise in Cross-Domain Solutions (CDS), Multi-Level Security (MLS) architectures, and automated data tagging/filtering.
The salary range for this role is $135,000 to $165,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
