Program overview
Join the Defense Sector at Leidos and contribute to the Air Combat Command Directorate of Communications (ACCA5JI) Joint Interface Control (JINTACCS) mission. This Military Standards Analyst role involves maintaining and advancing the U.S. Message Text Format (USMTF) system, which provides crucial, media-independent messages for joint and combined operations with U.S. forces, NATO, and other allied nations. The ideal candidate is an experienced Military Standards Analyst with a background in Air Operations who can effectively translate operational requirements into technical message standards. Position requires a Current or Active DoD Secret security clearance.
Primary responsibilities
Serve as the USAF subject matter expert on MIL-STD-6040 and Allied Data Publication 3 (ADatP-3), managing configuration and message catalog updates.
Analyze joint doctrine, USAF tactics, techniques, and procedures (TTP), concepts of operations (CONOPS), and other strategic documents to inform message development.
Develop and evaluate U.S. Message Text Format (USMTF) change proposals (CPs) and Information Exchange Requirements (IERs).
Review and assess proposed message format CPs from other services, commands, and NATO allies, focusing on interoperability, integration, and implementation.
Represent USAF interests at the Joint USMTF Configuration Control Board (CCB), NATO Senior Air IER Panel, and other relevant meetings.
Advise the USAF voting principal on the technical, policy, and doctrinal implications of proposed message changes.
Develop change proposals to express USMTF in XML format (XML-MTF) and evaluate technical proposals for XML schema integration from allied nations.
Prepare and deliver background papers, staff studies, and presentations for government leadership.
Basic qualifications
Bachelor's degree in a technical field (e.g., Engineering, Computer Science) and 3 or more years of relevant experience. Additional years of experience may be considered in lieu of degree.
3 years of operational experience in an Air Operations Center (AOC) or similar Tactical Command and Control (C2) system (e.g., TAOC, CRC, AWACS).
3 years of experience using or managing USMTF messages (e.g., OPTASK LINK, ATO, ACO).
3 years of experience with software systems utilizing character-oriented message exchanges.
3 years of proficiency with Microsoft Office products, including Excel, PowerPoint, and Word.
Must have experience with researching, engineering, and proposing changes to TDL Military Standards (MIL STDs) based on USAF tactical combat system information exchange requirements (IERs), minimizing impact on existing systems.
Current or Active DoD Secret security clearance.
Preferred qualifications
Experience with NATO standardization processes and documentation (e.g., Allied Data Publications).
Familiarity with XML schema development and implementation.
