["The Executive Director, Acquisition Program Management (APM) supports the Under Secretary for Management, who is the department's Chief Acquisition Officer, on a wide range of complex program activities requiring application of qualitative and-or quantitative methods of assessment of complex management processes, systems and programs. Specific responsibilities include: Serves as the principal expert on acquisition programs and acquisition program management and the risks associated with such programs. Execution of responsibilities requires extensive coordination and collaboration with key inter and intra department leadership members and external stakeholders in acquiring affordable and timely systems, products, and services. Responsible for leadership and oversight of the acquisition milestone and review process to include acquisition risk and independent cost analyses throughout DHS. Ensures that the acquisition takes into consideration the nature, type, complexity and location of the program and program related projects and considers associated impacts regarding labor market and costs, project planning, risks, requirements, strategy, contractor availability, productivity, special skills, specialized equipment and testing requirements, safeguards and security, and material requirements and availability. Responsible for the development and implementation of broad policies, standards and procedures for acquisition program management, and leads independent reviews of alternatives of analysis, business cases, best practices, and risk studies and analysis. Coordinates the scope of reviews with senior DHS program and site personnel and serves as a representative for the CAO, CPO and department interface for other agencies relative to their involvement and participation in acquisition management reviews. Responsible for developing, implementing and monitoring sophisticated management information systems that focus on long- and short-range plans, policies and programs in the direction of goals, objectives and priorities established by statutes, executive orders, the Department and its senior leadership officials. Plans, organizes and directs team study or work, as well as persuades or negotiates effectively with management to accept and implement recommendation where the proposals involve substantial Department resources, require extensive changes in established procedures, or in conflict with the desires of activities under study. Responsible for evaluating new or modified legislation for projected impact upon DHS acquisition programs. Formulates acquisition program management policy and business operating procedures to ensure headquarters- level responsiveness to changing operational situations while maintaining the greatest possible degree of cost effectiveness and efficiency in. acquisition programs."]
