- Assisting the Director in the overall management, planning, and coordination of a diverse range of activities, operations, and staff in order to accomplish the Departmental mission within ISS and assist other managers in developing approaches for their divisions/locations.
- Liaisons with Senior Leaders, Directors and Program Managers to ensure implementation of policies and procedures consistent with federal requirements, that transform and improve Security’s business services, operations, infrastructure, and enterprise processes in a way; that supports the organizations goals.
- Working with Business Proposals and Contracting for providing Security information related to RFP’s. Ensuring accuracy of DD254’s in line with Scope of Work.
- Writing, processing, and coordinating flow down of DD254’s for subcontractors.
- Making decisions on routine staff issues and procedures.
- Designing and implementing security solutions that addresses complex operating challenges across a full range of stakeholders with competing interests within the ISS Division.
- Reviewing organization and department activity and operating reports, make recommendations to the Director as needed.
- Promoting professional development among staff and participates in Security professional associations.
- Managing the security staff assistance and self-inspection program; in coordination with the Security Director; assist the Department Head in supervising the enforcement of applicable corporate and facility policies, procedures, rules, regulations and standards for the organization.
- Managing ISS Security budget planning, identifies operating needs, and allocates operating funds as necessary in coordination with the Director.
- Training, mentoring, and guiding security personnel within the division and department on all Security aspects.
- Providing oversight and guidance of Sensitive Compartmented Information Programs, Special Access Programs, Facility Security Officer, Information Systems Security Program, and COMSEC program.
- Assisting the team in processing Personnel Security Clearances, Foreign Travel, Visit Requests within government system of record, Shipyard access letters, reviewing of SF86 and advising employees through the personnel clearance process.
- Acting as a lead investigator locally for Insider Threat issues and concerns performing functions at the direction of the Insider Threat Program Senior Official.
- Attending all Director meetings within ISS and leadership meetings needed to accomplish necessary Security advisement and coordination.
- Responsible for ensuring all Emergency Action Plans have been implemented as required to ensure safety and security of classified material, classified areas, personnel, and assets.
- Liaise with external entities such at NCMS, InfraGard, NCIS, DCSA, FBI in an effort to enhance ISS Security’s posture and knowledge/capabilities.
- Responsible for overall physical access controls and security in depth of the ISS facilities to include access controls, intrusion detection systems, cameras, and other systems, reporting deficiencies to Director.
- Coordinating with Facilities and IT to support ISS Security requirements and efforts to ensure compliance of 32 CFR and CUI requirements for safeguarding of new facilities/area buildouts.
- Assisting with implementation of the Staff Assistance Visit and Self Inspection program for the Security department, providing schedules, process and procedures of the inspections for the inspectors, and ensuring they are accomplished in a timely manner.
- Conducting security cost analysis in support of programs, projects, and buildouts; submits cost projections and makes recommendations to stakeholders.
- Using established leadership strategies to provide guidance and direction to staff, prioritize tasks and resolve challenges.
