SAIC is seeking an experienced Joint Data Network Exercise Specialist located in Japan to support USPACOM to develop and coordinate Information Exchange Requirements (IERs), manage tactical data integration, and synchronize multi-domain operations to enable seamless data flow for military exercises, leveraging expertise in overseeing tactical exchanges like Link 16 and producing detailed technical documentation to ensure training objectives are met and risks are effectively mitigated.
JOB DESCRIPTION:
Develop and coordinate Information Exchange Requirements (IERs) in coordination with J761, and data flow requirements supporting exercise objectives.
Coordinate with exercise planners (J73), J761, J734, J764-MSE, and external organizations (TA) to identify required data exchanges throughout planning and execution.
Ensure data integration requirements support ECG objectives, TA objectives, and assessment requirements.
Plan and coordinate the integration of live and constructive data sources into the exercise architecture to support operational decision-making and exercise visualization. (SIM data to Live forces and live data to AAR tools)
Coordinate requirements for tactical data exchanges, including Link 16, JREAP, IBS, and other operational data feeds, while working with DFCs and J764 to resolve data exchange issues and develop implementation plans to support exercise objectives and enable execution paths.
Synchronize data requirements across land, maritime, air, space, and cyber training environments while coordinating exercise data capture needs to support assessments and Formal After Action Review (FAAR) activities.
Identify data collection requirements, replay requirements, visualization requirements in coordination with the Assessments team and Exercise Control Group and document those requirements in all formal task orders, planning orders, etc, to ensure formal taskings are detailed and clear to support all data path and IERs.
Develop plans and documentation to ensure operational and simulation data support exercise analysis while developing the materials needed for J764 to enable data integration and support IERs.
Participate in planning conferences, working groups, engineering test events, and coordination meetings throughout the JELC, serving as the primary coordination point between exercise planners, J764, C2 stakeholders, assessments, and supporting organizations for exercise data integration while identifying integration risks, developing courses of action, and providing recommendations to leadership to reduce execution risk.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelors and fifteen (15) years or more of related experience; additional four (4) years of experience considered in lieu of degree.
Proven experience in developing and coordinating IERs, data pathways, and tactical data exchanges (e.g., Link 16, JREAP, IBS) to support diverse exercise objectives across joint and coalition environments.
Demonstrated ability to plan and integrate live and constructive data sources into exercise architectures, including ensuring actionable data flows to operational forces, assessments, and After Action Review (AAR) tools.
Strong interpersonal and coordination skills to work effectively with exercise planners (J73, J761, J734, J764-MSE), external organizations, military forces (land, maritime, air, space, and cyber), and coalition partners to align data requirements and enable seamless exercise execution.
Expertise in developing technical annexes, exercise orders, task orders, operational concepts, architecture products, and planning documentation to support IERs and exercise data integration across the JELC.
Ability to assess integration risks, identify data flow issues, and provide actionable solutions and plans to mitigate risks, ensuring successful exercise execution and alignment with leadership objectives.
REQUIRED CLEARANCE:
Must have an active Secret clearance with ability to obtain a full TS/SCI Clearance.
Must be a current US Citizen.
