Senior Police Advisor
BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests and make America safer, stronger, and more prosperous.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. The INL program in Bosnia and Herzegovina (BiH) seeks to dismantle transnational criminal organizations (TCOs), disrupt U.S.-bound illicit drug flow, and expand U.S. access and advantage.
POSITION DESCRIPTION
USGI is seeking a Senior Police Advisor to advance counter-narcotics and counter-TCO goals by strengthening cross-border law enforcement cooperation and information sharing with U.S. law enforcement agencies to prevent Balkan criminal groups that work with Western Hemisphere cartels to move migrants, arms, and drugs through the "Balkan route," harming Europe and the United States. The Advisor will monitor improper political interference and procedural irregularities that hinder BiH police agencies from cooperating with U.S. law enforcement to achieve counter-TCO goals and enhanced border security. The Advisor will also provide advice to relevant BiH officials. The Advisor will provide advice and support to the Embassy Sarajevo INL section and other Embassy sections as requested. The Advisor will work closely with officials at counterpart agencies in BiH, including but not limited to the state, entity, and cantonal police. The Advisor will also serve as an in-country law enforcement consultant on matters related to border security, TCOs, and other emerging threats as needed.

REPORTING AND RELATIONSHIPS
The Advisor will report to his/her contracting company and will receive direction from the Contracting Officer (CO), Contracting Officer's Representative (COR), and/or Government Technical Monitor (GTM).
LEVEL OF EFFORT
Hours for the position will be the core hours of the U.S. Embassy in Sarajevo, BiH Monday through Friday, 40 hours per week, 8 hours per day.
TELEWORK
If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, and Contracting Officer's Representative approval, in accordance with Department of State and INL policies.
SUPPLEMENTAL HOURS
Supplemental hours are authorized for this position in accordance with the award and shall not exceed the designated ceiling.
UPLIFTS
Post Differential shall be based on a 40.00 hour work week in accordance with the Department of State Foreign Affairs Manual (FAM) as well as the Department of State Standardized Regulation (DSSR). Post Differential and Danger pay are authorized in accordance with the task order award and shall not exceed the designated ceiling.
POSITION LOCATION
The physical work location is the Canton Sarajevo Anticorruption Office at Aleja Bosne Srebrene bb, Sarajevo, Bosnia, and Herzegovina. The Advisor will have transient space available at this location.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.
CLEARANCE REQUIREMENT
A Moderate Risk Public Trust (MRPT) is required for this position; however, the contractor may begin work with an interim Moderate Risk Public Trust (MRPT). The Senior Police Advisor is required to meet security access requirements for the U.S. Embassy RSO local vetting. If applicable, badge issuance will be in compliance with Regional Security Office guidance.
TRAVEL
Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling. All travel must be approved by the INL Director in advance.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.
Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the on-site supervisor and Regional Security Officer (RSO) at the OCONUS location traveling to and needs INL Contracting Officer approval.
TPCs are strongly encouraged to take orientation training to best integrate with INL and effectively contribute to the mission. Depending on their role they should attend either INL SOAR (Staff Orientation and Readiness) or PREP (Pre-deployment program) training. SOAR is for TPCs whose position is primarily to work with INL staff in support of INL programs and projects. PREP is for TPCs whose position is primarily to work with host government or foreign counterparts to train or advise them, or to support other TPCs in that work. TPCs are encouraged to take other INL-delivered trainings, and State-specific training through FSI in coordination with the program office, and with CO approval.
