Job Description
Sigmatech, Inc. is seeking
Modeling, Simulation, and Analysis (MSA) SME for our customer site in
Arlington, VA. This position will support the US Space Force (USSF)
Directorate of Force Design and Analysis (SF/S9). The Deputy Chief of Space
Operations for Space Analysis assists the Secretary of the Air Force (SecAF),
other Secretariat offices, and the Chief of Space Operations (CSO) developing
the USSF vision and capability needs; champion the advancement of emerging
technologies; employ advanced technologies to digitally transform the USSF;
assure USSF digital infrastructure and Information Technology (IT) needs are
met; effectively manage USSF data; and coordinate, synchronize, and conduct
analysis supporting the Office of the Chief of Space Operations staff.
The MSA SME will identify, develop, and evaluate MSA tools to assess the
enterprise-level mission and joint mission thread effectiveness of space force
baseline and excursion architectures. In addition, they will apply DoW
Mission Engineering principles to all enterprise-level assessments and conduct
Cost as an Independent Variable Analysis on the various viable
alternatives. Finally, they will integrate the various MSA assessments to
evaluate enterprise resource questions.
Responsibilities:
- Modeling & Simulations and Analytics (MS&A)
identification, development, application, assumptions and limitations
- Support as member of a contractor team working
alongside a broader team of government and contract staff
- Understand customer strategy/force planning
requirements, adjusting analytical efforts to meet those requirements, and
effectively communicating results
- Leverage MS&A to assess future candidate concepts
and capabilities to address operations gaps and meet future requirements
- Enterprise-level
operational and readiness analysis, analyzing operational impacts of the
space portfolio, evaluating requirements, operational planning,
exercises/war games
- MS&A to support fully
burdened future concepts development, defensive cyberspace operations,
weapon system sustainment, force generation to include visualization
creation to communicate objective force impacts and address operational
gaps
- Utilizing studies and analyses, make recommendations
regarding the military utility, feasibility, and affordability of the
concepts and capabilities under study
- Familiarity with the POM cycle and PPBE process
to apply analysis to inform budget priorities
- Ability to coordinate with senior managers and
decision makers to identify and solve a variety of problems and to clarify
management objectives
- Generate metrics and solutions for specific technical
analysis in a mission relevant timeframe
- Apply techniques for approaching complex problems
with large amounts of data
- Apply operations research techniques and supporting
skills such as database query languages, design of experiment and response
surface methodologies, scripting language programming, and development of
appropriate models and simulations.
- Apply the results of methodologies associated with
artificial intelligence such as neural nets, deep nets, topological data
analysis, and reinforcement learning
- Adept at breaking complex problems into manageable
elements and identifying candidate solutions for each
- Ability and motivation to expand their knowledge of
various analytic tools and techniques and are expected to seek out
opportunities to improve processes and share knowledge with the broader
analytic community
Experience and Skills
Required Skills and Experience:
- Bachelor's Degree in Operations Research, Mathematics, Probability, Statistics, or other technical degree requiring substantial competence in college-level mathematics or statistics
- 10 years or more analytic experience
- Experience with Statistics, Error Analysis, Data Confidence, Data Regression, Mission Engineering and System Architecture
- JFOS, JMTs, Force Design (DoW, Space Force, and Service Organization)
- Understanding of Operations Research, System of Systems (SoS) Engineering, Astrodynamics, Satellites, Cost as an independent variable / ROI Assessments
- Clarity of strategic, operational, and tactical levels; national, enterprise, campaign, mission, system/scenario
- Scientific Method experience with an understanding of what analysis is and isn't
- Comfortable with methodologies associated with artificial intelligence such as neural nets, deep nets, topological data analysis, and reinforcement learning
- Adept at breaking complex problems into manageable elements and identifying candidate solutions for each
- Familiarity with machine learning and associated applications
- Ability and motivation to expand their knowledge of various analytic tools and techniques and are expected to seek out opportunities to improve processes and share knowledge with the broader analytic community
- Experience in the research, analysis, and application of operations research techniques to more than one problem type
- Excellent oral and written communication skills
- An active TS/SCI clearance is required
Preferred Skills and Experience:
- Master's Degree in Operations Research, Mathematics, or Statistics
- 15-20 years of experience
- Experience within the DoD or as a Defense Contractor working as an analyst
- Experience conducting combat modeling simulation and analysis
- Experience using AFSIM, STORM, SEAS, or other related models
- Strong quantitative and analytic abilities to integrate and analyze data
- Knowledge of Python, Tableau, and experience with Palantir products (Foundry), SAS, SPSS, Java, Tableau, MS Office & VBA
The salary
range for this role is $200,000 to $220,000; however, Sigmatech
considers several factors when extending an offer, including but not
limited to, experience, education/training, key skills, location and
often contractual requirements.
