Essential Duties and Responsibilities:
- Establish and maintain relationships with Customers and stakeholders
- Work closely with customers and development teams to plan and develop features, deliverables, cost estimates, and development schedules for new projects
- Develop and manage the budget for projects and be accountable for delivering against established business goals/objectives
- Development and delivery of presentations for Customers and program stakeholders
- Proposal development and capture planning and strategy for new initiatives
- Work with other program managers to identify risks and opportunities across multiple projects
- Analyze, evaluate, and overcome program risks, and produce program reports for sponsors
- Document and communicate highly technical concepts effectively to technical and non-technical audiences in a clear and effective manner
- Collaborate with Contracts, Finance, Security, Facilities, and IT teams to effectively and efficiently execute programs
Required Skills and Qualifications:
- Bachelor's degree in Engineering, Computer Science, Business Administration or related field
- Active Top Secret security clearance with SCI access (TS-SCI) -- U.S. Citizenship Required
- Experience with Agile software development, lifecycle and use of associated tools
- 10 years of experience managing/leading the development of software systems on Government programs
- Exceptional leadership, time management, organization, decision making, and verbal and written communication skills
- Previous experience as a supervisor, helping mentor subordinates and providing constructive, critical feedback
- Exceptional analytical skills and problem-solving skills
- High level of self-initiative and self-motivation with the ability to work under minimal supervision
- Ability to work effectively in small team settings to solve complex problems
- Proven track record of success supporting the Government and/or Prime Contractors to deliver operational systems
Preferred Skills and Qualifications:
- Experience negotiating with and managing suppliers and/or subcontractors
- Working knowledge of Federal Acquisition Regulations (FAR) and Government contracting
- Strong systems engineering and technical management skills
- Experience building strategic plans, roadmaps, and future program plans
Salary Range: $150,000 - $230,000
