The mission of the Office of Commercial Space Transportation is to ensure protection of the public, property, and the national security and foreign policy interests of the U.S. during commercial launch or reentry activities, and to encourage, facilitate, & promote U.S. commercial space transportation. The Safety Analysis Division evaluates & conducts specialized analyses for the licensing of commercial space launches & reentries & operation of commercial (non-federal) launch and reentry sites.
["Serves as a Branch Manager for the Safety Analysis Division (ASA-200) within AST. The work requires application of professional knowledge, practices, principles, theories, concepts, methods, techniques, and abilities in aerospace engineering. Applies an advanced knowledge of the technical aspects of the appropriate specialization as well as expert knowledge of FAA programs and missions, the commercial space transportation industry, the general principles of launch/reentry applications and operations, and Federal laws, regulations, and policies governing the commercial space transportation industry. Regularly reviews projects and programs to make sure they are aligned with long and short-term AST goals, objectives, and plans. In coordination with the Division Manager, establishes and refines branch objectives to support higher-level goals and plans. Ensures that the branch staff has the required guidance to carry out functions and objectives. Applies budget, human resource, and other administrative policies and procedures to the objectives of the branch. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. Has authority to make commitments for subordinate organizational units, within guidelines. Maintains effective communication with all stakeholders and builds cooperative, ongoing working relationships with them to achieve organizational objectives. The incumbent will collaborate with all levels of management, including senior level executives and program sponsors/owners to solicit and provide input, coordinate approvals, measure and report progress, and facilitate stakeholder involvement. The Branch Manager supports the Division Manager to execute daily operations. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. To be acceptable, the program must: (1) lead to a bachelor¿s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor¿s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
