GVI, Inc., a subsidiary of Three Saints Bay, LLC, and a government industry leader, is looking for a Technical Database Librarian to join our Team! This position will support our valued Naval Sea Logistics Command customer in fulfilling their function as the Technical Manual Management Activity (TMMA) for legacy and rapid-fielding logistics systems. In this position, you will execute the TMMA functions for PMO 314.

Responsibilities:

• Technical Data Management: Manage and maintain accurate records within the MBPS Tech Data Mgmt or Technical Data Management Information System (TDMIS). Ensure all assigned technical manuals are properly indexed, and coordinate the printing, stocking, and distribution of manuals to Fleet users. 
• Administrative Formatting and Redlining: Incorporate approved technical updates into the manual formats. Execute administrative redlining strictly based upon finalized engineering source data, Engineering Change Proposals (ECPs), and redlines that have been formally signed and approved by the cognizant TMA/ISEA. 
• Technical Authority Boundary Enforcement: Verify completeness of technical source data provided by the ISEA. If data provided is incomplete, return the technical data package to the TPOC for remediation by the TMA. Execute within the bounds of the TMMA. Do not author original technical/engineering maintenance procedures, altering system parameters, or determine Reliability-Centered Maintenance (RCM) logic.
• Track and manage the periodic review cyctle for all assigned technical manuals. Notify PMO 314 and the respective ISEAs when manuals are due for technical review. 

• Assist in the administrative processing and routing of Technical Feedback Reports (TFBRs) associated with technical manuals. ensring the are assigned to the appropriate ISEA/TMA Subject Matter Experts for technical resolution. 

• Develop SOPs and Desk Guides per Government direction detailing the administrative processes, POCs at various ISEA organizations, and best practices for TMMA execution.
• Organize materials and completes assignments that require set standards regarding organization, structure, clarity, conciseness, and terminology without supervision.
• Maintain files and copies of work assignments and revisions according to recommendations and established best practices/ standards. May also be required to establish or modify existing best practices and standards.

Requirements:

• US Citizenship.
• An Active Secret clearance.
• Bachelor’s Degree required (may be offset by 2 years additional experience and a relevant associate's degree, an additional 4 years of experience in Technical Writing or MBPS Tech Data Mgmt/TDMIS data entry experience).
• TDMIS familiarity highly desired. 
• Five (5) years’ experience in editing and publication development.
• Excellent written and spoken command of the English language.
• Possess the motivation to not only start and complete projects, but also generate new work by listening to clients/coworkers and suggesting solutions to meet training and field needs.

Position is in Mechanicsburg, PA or Remote.
