Program & Data Analyst - Navy Yard, Washington, D.C.

Position Description & Qualifications

Serco North America is seeking a Program & Data Analyst to provide programmatic, analytical, and operational support to Team Submarine for a major U.S. Navy modernization and sustainment program at the Washington Navy Yard in Washington, D.C.

Must be able to obtain/maintain/transfer a U.S. Department of War (DoW) Secret security clearance.

In this role, you will serve as a key contributor supporting program execution, stakeholder coordination, data analysis, and reporting across U.S. Navy and Department of Defense organizations. You will transform complex data into meaningful insights by collecting, validating, analyzing, and presenting information that enables informed, data-driven decision-making and supports successful program outcomes.

The successful candidate will provide senior leadership with objective, data-informed information and recommendations supporting decisions related to program execution, organizational effectiveness, and management operations. You will compile, maintain, verify, and interpret data using established organizational plans, policies, and independent judgment; perform in-depth analyses to identify trends, anomalies, risks, and potential technical or management issues; and develop reports, recommendations, and support documentation for senior-level review.

This position provides a unique opportunity to broaden your skill set and gain firsthand experience supporting Team Submarine and the Directorate of Shipyard Submarine and Aircraft Carrier Modernization, Overhaul and Repair. NAVSEA 04 provides continuous oversight and direction of complex shipyard repair and modernization projects, applying corporate project management concepts and practices to support the quantity and quality of work accomplished by assigned project teams.

The successful candidate will be seated on-site within SEA 04X1 at the Washington Navy Yard and will work closely with Team Submarine, Navy leadership, program offices, shipyard stakeholders, and other internal and external organizations. This position is on-site at the Washington Navy Yard in Washington, D.C., five days per week, excluding federal holidays and other authorized absences. This is not a telework/hybrid position.

In this role, you will:

• Compile, maintain, verify, interpret, and analyze program and operational data to support program execution and senior-level decision-making.
• Analyze large and complex data sets and develop data analytics and visualization tools to identify trends, anomalies, risks, and actionable insights.
• Provide data-informed assessments, reporting, metrics, and program oversight to support senior leadership decisions.
• Develop, maintain, and manage recurring program metrics and dashboards, ensuring reporting requirements meet stakeholder needs.
• Analyze program requirements and develop reporting specifications, data-gathering approaches, analytical techniques, metrics, and evaluation methodologies.
• Establish and maintain effective working relationships with internal and external stakeholders to coordinate activities supporting maintenance, modernization, and project execution.
• Conduct research and analysis and provide findings and recommendations to support leadership decision-making.
• Lead or support studies, surveys, reviews, and research efforts to evaluate program accomplishments, effectiveness, performance, and compliance with established goals, objectives, policies, and regulations.
• Develop and maintain metrics, reporting methodologies, and evaluation tools to support program analysis and reporting.
• Prepare coordinated reports, presentations, executive briefings, talking papers, memoranda, correspondence, and decision packages in accordance with established policies and requirements.
• Coordinate stakeholder input and develop presentations, papers, and other materials supporting senior leadership direction, command projects, proposals, and initiatives.
• Develop program and management documentation outlining mission requirements, objectives, concepts of operation, strategic plans, and execution priorities.
• Consider whether this responsibility is required for the role or if the intent is to focus on supporting the Chief of Staff through program analysis, metrics, dashboards, reporting, and decision support.
• Analyze complex issues and present findings, recommendations, and support data to leadership.
• Plan and coordinate stakeholder engagements and collaborative efforts in support of program and mission priorities.
• Create and manage communications for enterprise, group, and individual stakeholders, including meeting agendas, executive briefs, action items, and follow-up activities.
• Develop recurring and ad hoc reports on significant program activities and assess the effectiveness of events, processes, and initiatives.
• Organize and facilitate internal and external communications across a wide range of activities, including program reviews, meetings, command-level events, congressional engagements, invitations, speaking engagements, and resource coordination.
• Maintain awareness of command vision, mission, leadership intent, program priorities, and relevant issues affecting Navy, DoD, and associated stakeholder organizations.
• Exercise independent judgment in planning and accomplishing assignments while effectively managing multiple priorities and deadlines.
• Collaborate as part of an integrated team and as required, lead or coordinate the work of others.
• Perform additional analytical and programmatic tasks in support of mission priorities.

To be successful in this role, you will have:

• The ability to obtain and maintain a DoW Secret security clearance.
  • A U.S. citizenship.
• A Bachelor’s degree in a relevant field.
• 5 years of relevant professional experience, or 3-5 years of experience supporting government, defense, Navy, shipyard, acquisition, or other complex program environments.
• To demonstrate experience compiling, validating, analyzing, and interpreting data and translating findings into meaningful information for leadership decision-making.
• Experience supporting program coordination, program management, data analysis, reporting, or related functions.
• A strong knowledge of Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
• Experience with data visualization and presentation tools such as Power BI and/or Tableau.
• An excellent written and verbal communication skills, including demonstrated ability to develop professional reports, presentations, executive-level briefings, and correspondence.
• A strong organizational skills and attention to detail, with the ability to prioritize and execute multiple assignments under competing and often short deadlines.
• The ability to work independently, exercise sound judgment, make appropriate independent decisions, and contribute effectively within a cohesive team environment.
• To demonstrate ability to establish productive working relationships and coordinate effectively with stakeholders at multiple organizational levels.
• The ability to positively contribute to the work and team environment while continually identifying opportunities to improve processes, products, and overall team effectiveness.
• The ability to travel 10%.

Additional desired experience and skills include:

• Knowledge of shipyard nuclear and non-nuclear production operations, production planning and control, metrics analysis, workload analysis, and shipyard systems and programs.
• Previous experience supporting Navy shipyard, submarine, aircraft carrier, maintenance, modernization, or repair programs.
• Experience working within the Navy submarine community, including experience as a senior enlisted service member.
• Experience within Team Submarine or supporting submarine programs.
• Experience supporting senior executive leadership, including an SES, Flag Officer, or comparable senior leader within a NAVSEA or Navy front-office environment.
• Knowledge of DoD, NAVSEA, NAVSEASYSCOM, and/or Team Submarine policies, processes, and procedures.
• Two to five years of experience supporting Navy acquisition and/or submarine programs.
• Experience leading projects and interfacing directly with end-item customers and senior stakeholders.
• Familiarity with government contracting processes.
• Experience with project management, databases, and/or document management systems.
