BAE Systems Awarded $245M Contract for Support of AMPV

ARMY

BAE Systems Land & Armaments, York, Pennsylvania, was awarded a $245,645,904 cost-no-fee, cost-sharing contract for the procurement of early-order material in support of the future purchase of Armored Multi-Purpose Vehicles (AMPV) and facility-capacity-expansion efforts to increase AMPV production. Bids were solicited via the internet with one received. Work will be performed in York, Pennsylvania, with an estimated completion date of Dec. 31, 2024. Fiscal 2022 and 2023 weapons and tracked combat vehicle procurement, Army funds in the amount of $245,645,904 were obligated at the time of the award. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-23-C-0024).

TRAX International Corp., Las Vegas, Nevada, was awarded a $61,389,183 modification (P00087) to contract W9124R-18-C-0001 for non-personal test support services. Work will be performed in Yuma, Arizona; and Fort Greely, Alaska, with an estimated completion date of March 31, 2023. Fiscal 2023 research, development, test and evaluation, Army funds in the amount of $28,161,639 were obligated at the time of the award. U.S. Army 418th Contracting Support Brigade, Yuma, Arizona, is the contracting activity.

General Dynamics - Ordnance and Tactical Systems, Garland, Texas, was awarded a $9,134,973 firm-fixed-price contract for BLU-109/B tritonal bomb components. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of April 30, 2024. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W519TC-23-F-0047).

NAVY

Lockheed Martin, Rotary and Mission Systems, Moorestown, New Jersey, is awarded a $214,500,000 indefinite-delivery/indefinite quantity, cost-plus-fixed-fee, cost-plus-incentive-fee, and cost type contract for multinational early start engineering efforts including planning and advance studies, requirements development, and performance assessment of the planned modernization and new combat system capabilities selection for current and future International Partner ships operating AEGIS. This contract involves Foreign Military Sales to Canada and other countries. Work will be performed in Moorestown, New Jersey, and is expected to be completed by December 2023. Foreign Military Sales (Canada) funds in the amount of $28,082,682 will be obligated on the first task order at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements) and 10 U.S. Code 2304(c)(4) (International Agreement). The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-23-D-5109).

Lockheed Martin Corp., Syracuse, New York, is awarded a $32,000,000 cost-plus incentive-fee modification to the previously awarded delivery order N00024-19-F-6201 under indefinite-delivery indefinite-quantity contract N00024-19-D-6200 for design and qualification testing of submarine electronic warfare equipment.  Work will be performed in Syracuse, New York, and is expected to be completed by February 2024.  Fiscal 2023 research, development, test, and evaluation (Navy) funds in the amount of $18,993,805 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-19-F-6201).

NCS/EML SB JV LLC*, Louisville, Kentucky, is awarded $12,680,688 for firm-fixed-price indefinite-delivery/indefinite-quantity modification to previously awarded contract N69450-19-D-1740 for base operating support (BOS) services at Naval Air Station Whiting Field and outlying areas. This award brings the total cumulative face value of the contract to $61,218,886. The contract modification is for the exercise of Option Period Four for BOS services under the basic contract.  Work will be performed in Florida (85%) and Alabama (15%).  This option period is from April 1, 2023, to March 31, 2024.  No funds will be obligated at time of award.  Fiscal 2023 operation and maintenance (O&M) (Navy) funds; fiscal 2023 Defense Health Agency funds; and fiscal 2023 O&M (Air Force) contract funds in the amount of $9,012,670 for recurring work will be obligated on an individual task order issued during the option period, and funds in the amount of $2,331,677 will expire at the end of the current fiscal year.  The Naval Facilities Engineering Systems Command, Southeast, Jacksonville, Florida, is the contracting activity.

Advanced Computer Concepts Inc.,* McLean, Virginia, is awarded an $8,192,548 firm-fixed-price modification to previously awarded contract N0016422F0078 to exercise options for the Next Generation Electronic Warfare Environment Generator (NEWEG) in support of force level electromagnetic warfare test and evaluation and experimentation supporting both the Navy and Air Force electronic warfare communities. Work will be performed in Buffalo, New York, and is expected to be completed by June 2024. Fiscal 2022 Carryover Capital Investment Program (Navy) funds in the amount of $8,192,548 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N0016422F0078).
