Cianbro Corp. Awarded $112.4M for a Dry Dock 4 Refueling Complex

NAVY

Cianbro Corp., Pittsfield, Maine, is awarded a $112,468,770 fixed-price-award-fee contract for construction at Norfolk Naval Shipyard, Virginia. The work to be performed provides for the design-bid-build for construction of a new Dry Dock 4 Refueling Complex. This contract is part of the Shipyard Infrastructure Optimization Program, which is a holistic plan that integrates all infrastructure and industrial plant equipment investments at the Navy’s four public shipyards to meet nuclear fleet maintenance requirements. The base price and Options 1 and 2 will be awarded in the amount of $108,868,770, with award fee in the amount of $3,600,000, for a total obligated amount of $112,468,770. Work will be performed in Portsmouth, Virginia, and is expected to be completed by December 2025. Fiscal 2023 Capital Investment Program, other procurement, Navy contract funds in the amount of $112,468,770 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the www.sam.gov website with one offer received. Lockheed Martin Corp., Moorestown, New Jersey, is awarded a $21,874,759 cost-plus-fixed-fee and cost-only modification to previously awarded contract N00024-18-C-2300 to exercise an option for industrial post-delivery availability support for the Freedom-variant Littoral Combat Ship USS Beloit (LCS 29). Work will be performed in Marinette, Wisconsin, and is expected to be completed by March 2025. Fiscal 2023 shipbuilding and conversion (Navy) post-delivery funds in the amount of $1,000,000 (100%) will be obligated at time of award and will not expire at the end of the current fiscal year. Higher Echelon Inc.,* Huntsville, Alabama, was awarded a $36,012,032 firm-fixed-price contract for cyber instructional training and training support services. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 18, 2027. U.S. Army Field Directorate Office, Fort Eustis, Virginia, is the contracting activity (W91249-24-F-0002).

The Trustees of the Stevens Institute of Technology, Hoboken, New Jersey, was awarded a $14,979,104 firm-fixed-price contract for research and development of quantum and artificial intelligence technologies for next generation armament systems. Bids were solicited via the internet with one received. Work will be performed in Hoboken, New Jersey, with an estimated completion date of Oct. 28, 2028. Fiscal 2024 research, development, test, and evaluation, Army funds in the amount of $14,979,104 were obligated at the time of the award. U.S. Army Contracting Command, Newark, New Jersey, is the contracting activity (W15QKN-24-C-0004).

AIR FORCE

Assured Information Security Inc., Rome, New York, has been awarded a $27,999,984 cost-plus-fixed-fee completion contract modification (P00037) to previously awarded contract FA8750-19-C-0013 for Full Spectrum Cyber Capabilities software and hardware. The modification brings the total cumulative face value of the contract to $74,820,579. Work will be performed in Rome, New York, and is expected to be completed by Sept. 6, 2026. Fiscal 2023 research, development, test, and evaluation funds in the amount of $3,380 are being obligated at time of award. The Air Force Research Laboratory, Rome, New York, is the contracting activity.

Harbor Services Inc., North Charleston, South Carolina, was awarded a $10,000,000 indefinite-delivery/indefinite-quantity contract for the Simplified Acquisition of Base Engineering Requirements (SABER). This contract provides for an execution method for a broad range of design and/or construction work for maintenance, repair, alteration, minor, and new construction work on various real property facilities. Work will be performed at Moody Air Force Base, Georgia; Grand Bay Range, Georgia; Grassy Pond, Georgia; Spence Field, Georgia; Valdosta Regional Airport, Georgia; and Avon Part Range, Florida, and is expected to be completed by Oct. 31, 2027. This contract was a competitive acquisition and five offers were received. Fiscal 2024 operation and maintenance funds in the amount of $2,000 are being obligated at time of award. The 23rd Contracting Squadron, Moody Air Force Base, Georgia, is the contracting activity (FA4830-24-D-0002).

DEFENSE LOGISTICS AGENCY

Hardwick Tactical Corp.,* Cleveland, Tennessee, has been awarded a maximum $14,560,277 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for women’s service uniform dress coats. This was a competitive acquisition with five responses received. This is a five-year contract with no option periods. Location of performance is Puerto Rico, with an Oct. 22, 2028, ordering period end date. Using military service is Army. Type of appropriation is fiscal 2024 through 2029 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-24-D-0005).

DEFENSE HEALTH AGENCY

McKinsey and Co., Washington, D.C., was awarded a $7,775,770 firm-fixed-price contract (HT9402-23-C-0010) on a sole source basis to provide readiness analytics support. The contractor shall support the Defense Health Agency (DHA) with cost and performance management services built around the guiding principles of applying relevant leading practices for decision support with data analysis and consulting services to evaluate effectiveness of Defense Health Program appropriations and Military Health System policies. This includes delivering early insights to provide initial cost transparency upfront, gaining buy-in for change, validating the approach, and prioritizing people, process, and technology changes that can be implemented strategically. This includes financial, audit, accounting, and data analytics support services centered on DHA governance priorities, to include (but not limited to) policy performance via a discrete modeling and interpretive analysis of policy measurements along with other DHA priority focus areas such as private sector care cost modeling and analysis. Fiscal 2023 operations and maintenance funds were obligated at the time of award. Place of performance is Falls Church, Virginia. Period of performance is Sept. 30, 2023, to Sept. 29, 2024.
