General Dynamics Awarded $736M Contract Modification for Construction of T-AO 213

NAVY

General Dynamics National Steel and Shipbuilding Co., San Diego, California, is awarded a $736,160,588 modification to previously-awarded contract N00024-16-C-2229 to exercise the option for the detail design and construction of T-AO 213. Work will be performed in San Diego, California (58%); Iron Mountain, Michigan (8%); Crozet, Virginia (5%); Beloit, Wisconsin (4%); Mexicali, Mexico (4%); Chula Vista, California (2%); Chesapeake, Virginia (2%); National City, California (1%); Pittsburgh, Pennsylvania (1%); Walpole, Massachusetts (1%); and various other locations less than one percent (14%), and is expected to be completed by March 2028. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $736,160,588 (100%) will be obligated at time of award and will not expire at the end of the current fiscal year. Inc.,* Marlboro, Maryland (N40080-21-D-0024); CER Inc.,* Severna Park, Maryland (N40080-21-D-0025); Belt Built-CFM JV,* Crofton, Maryland (N40080-21-D-0026); EGI HSU JV LLC,* Rockville, Maryland (N40080-21-D-0027); Desbuild Inc.,* Hyattsville, Maryland (N40080-21-D-0028); and Tidewater Inc.,* Elkridge, Maryland (N40080-21-D-0029), are being awarded a combined-maximum-value $76,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to increase the maximum dollar value of their respective previously awarded contracts for repairs, renovations, new construction, and alterations to shore facilities and utilities within the Naval Facilities Engineering Systems Command (NAVFAC) Washington area of responsibility (AOR). This award brings the total cumulative combined maximum value to $316,000,000. Work will be performed in NAVFAC Washington AOR and is expected to be completed by July 2026. PC Mechanical Inc., Santa Maria, California, is awarded a maximum-value $34,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for civil engineering support equipment support services in the Hampton Roads area of Virginia. Work will be performed in the Hampton Roads area of Virginia (90%); and Santa Monica, California (10%), and is expected to be completed by November 2028. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $10,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management Contract Opportunities website, with two offers received. Ultra Electronics Ocean Systems Inc., Braintree, Massachusetts, is awarded a $23,880,845 cost-plus-fixed-fee modification to previously awarded contract N63394-19-C-0007 for technical and field engineering efforts in support of the Next Generation Surface Search Radar. This contract modification is being awarded under the statutory authority of 15 U.S. Code 638(r)(4). The work will be performed in Chantilly, Virginia (55%); Wake Forest, North Carolina (35%); and Braintree, Massachusetts (10%), and is expected to be completed by May 2024. Fiscal 2023 other procurement (Navy) funds in the amount of $2,915,970 (91%); and fiscal 2021 other procurement (Navy) funds in the amount of $303,537 (9%) will be obligated at time of award, and funds in the amount of $303,537 will expire at the end of the current fiscal year. L3 Harris Technologies Inc., Lynchburg, Virginia, is being awarded a $12,600,568 single award, indefinite-delivery/indefinite-quantity contract (N6523623D1006) with provisions for firm-fixed-price orders. The contract will provide for the delivery of the FFG-62 Interior Wireless Communication System (IWCS), as well as the delivery of a complete technical data package, applicable IWCS Spares, and classroom training. The contract includes a five-year base ordering period and a five-year option ordering period which, if exercised, would bring the cumulative potential value of this contract to $26,804,935. Fiscal 2023 shipbuilding and conversion, Navy funds in the amount of $50,880 will be obligated at the time of award. Funds will not expire at the end of the current fiscal year. Work will be performed in Lynchburg, Virginia (95%); and Marinette, Wisconsin (5%). Work is expected to be completed by May 2028. If the option is exercised, work could continue until May 2033. AIR FORCE

Brinkerhoff Excavating and Construction Inc., Ogden, Utah (FA8201-23-D-0005); DSB Construction LLC, American Fork, Utah (FA8201-23-D-0006); and Pure Enviro-Management LLC, Spanish Fork, Utah (FA8201-23-D-0007), have been awarded a maximum $92,500,581 firm-fixed-price, multiple award, indefinite-delivery/indefinite-quantity contract for construction services including all paving projects and supports exterior/interior pavement improvements and appurtenances. This contract will provide all labor, material, and equipment to perform exterior/interior pavement improvements including, but are not limited to: flexible and rigid pavement excavation and replacement; road and parking lot construction; slab-on-grade and sidewalk construction; aggregate based road construction; airfield pavement surface construction; drainage systems; water/storm drain and sewer utility installation; exterior parking lot lighting installation; airfield rubber removal; and pavement striping. Work will be performed at Hill Air Force Base, Little Mountain Test Annex, and Utah Test and Training Range, Utah; Carter Creek and Boulder, Wyoming; and other geographically separated locations under the jurisdiction of Hill AFB and is expected to be completed by Nov. 14, 2029. These awards are the result of a competitive acquisition and four offers were received. Fiscal 2023 consolidated sustainment activity group funds in the amount of $750 ($250 per awardee) are being obligated at the time of award. The Johns Hopkins University, Applied Physics Laboratory LLC., Laurel, Maryland, has been awarded a modification (P00007) with a ceiling of $12,866,554 to previously awarded contract FA8819-23-F-1002 for Evolved Strategic Satellite Communications (ESS) Protected Anti-Jam Tactical SATCOM. The modification brings the total cumulative face value of the contract to $18,008,261 from $5,141,707. Fiscal 2023 research, development, test and evaluation funds in the amount of $317,618 are being obligated at the time of award. QTEC Inc., doing business as QTEC Aerospace, Huntsville, Alabama, was awarded a $10,311,841 indefinite-delivery/indefinite-quantity contract for technical support to the Special Operations Forces/Personnel Recovery and Rotary Wing System Program Office. This contract provides for executing Condition Based Maintenance Plus and leveraging the Health and Usage Monitoring System for fleet management. Work will be performed in Huntsville, Alabama, and is expected to be complete by May 21, 2028. This contract was a competitive acquisition, and two offers were received. Fiscal 2023 operations and maintenance funds in the amount of $1,100,092 are being obligated at the time of award. ARMY

G&G Steel Inc.,* Russellville, Alabama, was awarded a $17,954,670 firm-fixed-price contract for fabrication and delivery of Demopolis Lock and Coffeeville Lock lower miter gates and spare parts. Bids were solicited via the internet with one received. Work will be performed in Tuscaloosa, Alabama, with an estimated completion date of July 21, 2027. Fiscal 2023 civil operation and maintenance funds in the amount of $17,954,670 were obligated at the time of the award. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity (W91278-23-C-0014).

Norfolk Dredging Co., Chesapeake, Virginia, was awarded a $14,000,520 firm-fixed-price contract to place 200,000 cubic yards of beach fill along the Atlantic Ocean coastline. Bids were solicited via the internet with three received. Work will be performed in Brigantine, New Jersey, with an estimated completion date of Sept. 14, 2023. Fiscal 2023 civil construction funds in the amount of $14,000,520 were obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-23-C-0014).

DEFENSE LOGISTICS AGENCY

KCorp Reliance Co. Inc.,* Fairbanks, Alaska, has been awarded a maximum $13,294,154 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for design, inspection and engineering service oversight for the Automated Operational Technology Support Services program.  This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year base contract with four one-year option periods. Locations of performance are inside and outside the continental United States, with a May 21, 2024, performance completion date. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Contracting Services Office, Columbus, Ohio (SP4706-23-D-0002).

Puerto Rico Industry for the Blind Corp., ** Mayaguez, Puerto Rico, has been awarded a maximum $32,438,800 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for women’s uniform slacks. This is a five-year contract with no option periods. The ordering period end date is May 21, 2028. Using military service is Army. Type of appropriation is fiscal 2023 through 2028 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-23-D-N011).

Bethel Industries Inc., Jersey City, New Jersey, has been awarded a maximum $8,040,600 modification (P00003) exercising the first one-year option period of a one-year base contract (SPE1C1-22-D-1559) with three one-year option periods for trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Kentucky, with a May 25, 2024, ordering period end date.
